Founded by David Bar, a seasoned technology leader with 30+ years of experience in enterprise architecture, data systems, modernization and applied AI, ICAI was created to bring AI out of theory and into execution. ICAI bridges professional excellence, national resilience, business transformation, social uplift, and community empowerment.

David Bar
Founder & CEO
David Bar is a visionary technology leader on a mission to redefine the human relationship with AI. With over three decades at the pinnacle of global technology—including 12 years at IBM and 7 years at KPMG, where he became Partner and Head of Cloud—he founded ICAI to transform AI from a source of anxiety into a "Capability Multiplier" for everyone. David leads the LinkedIn CxO community "AI First Israel" and holds a patent pending in AI & Data.
Tali Shamay Topf
Head of Operational Excellence & Projects
Tali Shamay Topf is a senior executive and performance-improvement advisor with more than 25 years of experience establishing, transforming and leading complex business operations across operations, compliance, finance and technology. Operational excellence at ICAI addresses quality across the full life cycle of a solution: embedding methodologies, establishing the training and control frameworks that sustain them, defining measures and cross-organisational processes, and oversight of project delivery and the client interface — budget against actual, process consistency and reporting. She previously served as a Senior Director at EY Israel, where she ran the advisory practice's headquarters reporting directly to the Managing Partner and led cross-firm performance improvement and post-merger integration.
